This is a guide to fix draw distance and texture pop in.

 

These fixes greatly improved my experience

 

emoose been hard at work in making the visual experience better. The npc-pop in fix is at v0.1.9 now. In addition to the pop-in and draw distance fix. There is another command line you can use to fix the low animation from far distance as well.

In the Engine.ini file, add "a.URO.Enable=0" at the end. So you should have something like:
