I think i made a script change as well. What I did was to update the final setstage to 60 in the dialogue views script page of the quest, and edited the TardoStay package to stay 1024 units near a reference point (I think it was a bookshelf or an alchemy table). I couldnt upload the script cause I am busy with irl stuff.

Also, I updated the tardo stay package to activate when queststage of aaapawn is 53, as a precaution.

Who do I need to talk to in Shor's Stone to get the 'Dark Water Crossing' next location?

I got the scroll from Filjnar and summoned the dremora, then she just walked away after I asked her a few questions.

Actually, I should qualify that.  Since using ToH, when I try to run SLSF right after starting the game (it can't already be installed at character creation or it won't work-- see mod description), its menu doesn't appear.  It works, but without any adjustments possible to the default settings, including the setting getting rid of all child NPC's like Babette and the Aretino orphan.  I don't consider playing without the Dark Brotherhood in my game, at all, an acceptable option.

 

OTOH, when I have installed SLSF much, much later in the game, it has worked.  It may have spawned errors I didn't notice because I have so many technical issues that I'm unlikely to isolate their cause.  Since I'm at about the extreme edge of this game's playability, only maxxing out "Legendary" skills primarily in respawned dungeons, I decided to try adding the "Public Whore" mod I saw mentioned in one of DSHV's posts.  SLSF was noted as a "soft dependency," but, when I tried to play it, it seemed more essential than a mere "soft" dependency.  Since I didn't think I'd be out much if I had to abandon this game, I installed SLSF and hoped for the best.

 

I've had some problems with the Public Whore mod, trapping me in a behavior loop in Whiterun and not giving me a needed dialog option in Solitude, but I screwed around until I got past those issues (if anyone else encounters those, just ask me).  The problem might lie in any combination of these programs if, indeed, they all usually work bug-free.  But, for now, I seem to have all three programs operating.  Not having used Public Whore in the past, it could be malfunctioning without my noticing, yet.  I could also be in for a rude surprise when some feature of ToH suddenly stops working.  But, I wanted to clarify that-- at some point-- it seems to become possible to use SLSF (a mod I usually play with except with ToH) while using ToH.  It just appears that a certain stage must be cleared before the menu will be made available when SLSF is installed.

I did the test, teleport her to the WT and there is the same error that happened in the past with bruiser, gyrm and cath, that after completing breaking chains they left forgotten regret, the same thing happens with Carlotta, when I teleport her, she leaves the WT. However, the dialogues with bruiser towards the end of it works normally, I was able to test it, but I noticed that she doesn't have the dialogue to serve jacob/sasha, only the player.

About Double Snorre:

I've finished his quest map and I'm going to use Noble Slut as the first girl he wants, besides her, what other girls of your mod can I use ? or can i create one if possible? because I had thought of some ideas.

-The other question would be about construction, Snorre will have an important role in building the organization base, in which case, it's better to build it all at once and then later just add the new npcs from the new quests  or do you prefer to build one cell at time and thus making connections between interior cells ? in total there will be 4 areas.

So, it looks like the quest "aaaPoSShorsStone" doesn't complete properly IF the optional quest 'convince Sylgja is completed. I reset the quest and convinced her, only then did the dialogue appear for me to ask Filnjar where I went afterwards.

I had long time them together with no bad experience. Now with new SLSF Comments and another mods based on SLSF also all ok.

I also had this bug with MCM one time starting game (with no TOH), just uncheck mod, save and enable again, without cleansave.

There is the quest Pursuit of a Shadow (main) and there is this quest (sub). If you fulfill the contract, it will activate the stage of the main quest (53) and sub quest continues and ends when the dremora is summoned. Maybe I need to test the quest again.
