Cloak could be from quite a few mods, because I don't see enough detail in the image to identify it. The pasties and helmet look custom made. Most armor remodels use existing assets, even Nisetanaka, creative as he was with his bikinis, used parts in game but moved them around.

 

There is a belt similar to that one, but not level around the waist. I'd like that look more than the slung look one has in Remodeled Armor CBBEv3M by MAK

 

At least, I think that's the mod I have it from.

Nisetanaka breast pasties (retextured with imperial theme) - From world of bikini armors

OR from gomepero tsun armor.

Cloak is from The Spartan Empire mod

The other parts are from the imperial armor, with the belt being mesh cut.

The helm is not vanilla, but it looks like a Ghosu helmet reskin.

The cape comes from the mod Cloaks of Skyrim, not Spartan Empire.

To fix the horrible texture of the vanilla Imperial Heavy, I highly recommend the Perfect Legionnarie mod. Just the texture from that mod is enough.

 

Though personally, with a bit of taste for change, I'd go for a dark version from Imperial Heavy Armor Remaster.

It's the Imperial cape. AddItemMenu will make your search way easier.
