That was a misunderstanding, apparently. 
The "Kziitd Toolset" just adds more (different) devices to the game that can be then worn by the characters (both, your game character and NPC). 
It won't help you with your current problem. 

However, they come with CBBE BodySlide files and fit quite nicely. 

 

You need to find out for your current problem with that harness: 

1. Which mod added this harness to you? (maybe this mods includes some outfits, like this harness. And if you're lucky they provide the BodySlide files too) If Elsidia says it is not from DD you can believe it

I don't know any mod, though, that would use something other than DD or Kziitd for the player character. 

 

2. Which of your "outfit" mods includes that harness? Then you can check if they also provide BodySlide files, or if they are available from someone else.

Open console, type:

player.showinventory

find inside harness id, first two letters will be mod hex load order. Find in your mod manager this hex load order and you know, from what mod it is. DD not have harness with chains.
