No, not yet, and therefore, no idea what's like.  Just found the photo, thought it was funny.  Considering the fact that I've also played exactly one of the mentioned five games that Stray is purportedly like, I can't say as it will do me much good for basis of comparison even when I do finally play it.

Short answer:
 

Spoiler

Cats are solitary hunters, generally, who stalk and attack their prey by themselves.  This requires muscle, dexterity, and speed.  Dogs, on the other hand, are pack animals who rely on endurance and pack mentality to literally outrun their prey, they just keep running until their prey is out of energy.  Being so many, they don't need the size, or the individual power that cats do.
