If you mean just the horse and if it is Arvak then it comes from a side quest in the Soul Cairn, part of the Dawnguard questline. If you mean with the armour as shown in the image, sorry cant help you there but I would guess (not tried it) that convinient horses could apply one of its armours to Arvak, just not the one in the image as it isn't one of theirs.
