So a standalone version would be great to combine these wings with other armors, without using NifSkope. Every time I try to download it from the Nexus it stops after a few seconds and I end up with an empty, corrupted zip file <.<

I'm not sure it's any of them but these are the ones I can think of that has film grain and/or instagram-ish color filter. Lol

I don't know if that can be had as a standalone option, although you might be able to open the mod, take the meshes and textures and put them into your game directly or use the CK to create an .esp with them.

ENB I cannot help you with. I believe it is a custom job. As for the texture, the glossiness in this case is not primarily due to either ENB or a specific specular map. I believe it was achieved with this: http://www.nexusmods.com/skyrim/mods/5437/? The shine is too plastic-y. It has to be this one. Also note that not everything in that pic is as glossy. So it is not the ENB either though the author may use a moderately high specular setting.
