Has anyone been able to successfully stop the game from spawning new townies, or at least have some pointers on how to make the ones that do spawn not have such disgusting outfits lol

well

you can use TheSims4Studio to make CC content unavailable for NPCs - that means all NPCs will only have outfits/make up/etc of the basegame (and its DLCs)

the other thing, I don't know ^^

Nope...

Stupid game design has culling enabled to remove sims, even those you have edited and established relationships with.

Then it generates new ones, and most are ugly, fat, have stupid traits, pick the worst looking hair, and dress like weirdos.

EA/Maxis humor at its finest.

You would think that since there are already tons of homeless(useless) townies in game they would use them when service sims are needed, nope, lets make more sims instead.

As you can see I'm a hater of this 'so called' feature too :(

The clothing part can be somewhat controlled if you can figure it all out.

It helps at least a little bit to create some inactive househols with 8 people without playing it (dislike, click on heart).

I added 8 teens to one and they show up randomely.

With 10 inactive 8 prrson households there should be enough good-looking sims around.

With the NNPC mod one may also assign jobs to them and fire the current employes.

Assign all NPC that you can manually . Via assign career  cheats . That’s what I do . Otherwise your population. Will be 5% cute sims 95% ultra extreme ugly sims.

when your game needs NPC, they are gonna take your created ones over ugly ones. clean  households everyweek. Kill all ugly NPC. And add more commercial, spa gym bar etc. Less residential areas. Less ugly sims.
