Why not make them free if it's from DoA5? Japan really needs to stop reselling DLCs as DLCs. That's not fair for the people that already bought the DLCs in the last game.

Yes they were, That's why I don't recommend buying her full price if you bought her in DoA5 before. She's reused DLC and yet (I think) she's more expensive in 6 than in 5. Hers outfits are not completely new to the series, they're old. I don't understand why they couldn't just port them into DoA6 "for free" for the rest of the girls? They clearly did it with Mai.
