I had the MCM but no pages bug; the fix that worked for me was uninstalling the mod, clearing up save with Failrim tools and reinstalling the mod. Works fine now.

The other thing if the Devs just had limited books to the rich, wizards, Collage of Winterhold and the Bards Collage.
