For saving dds files, a free alternative is paint.net with DX10+ plugin; I think a google search will get you in the right place.

Also many times you can use 32bit png instead of dds, so maybe GIMP can be used, I haven't tried it.

 

edit* maybe try out a dds plugin for GIMP... I have photoshop so I never bothered checking it out.

It looks like to you have 2 conflicting mods.  Try removing one of them.
