It's region-locked, but you can bypass that by using a VPN for the initial download.  Once it's installed, the game no longer checks the region.

i used softether/vpngate with a korean IP, created a new steam account with S. Korea as a home country, and installed and played the game while still on the VPN.  after the initial play session, i've continued playing from my regular IP with no issues.
