I'm under the impression that the ten digit code is actually the mod ID that is generated by Steam when it's uploaded.

Indeed, but if you cook the mod and don't upload on Steam, the file will only works in the mod folder of the game.

In that case, it should be uploaded with a warning not to use it except for testing until the author says it's safe. I see that often enough.

Exacly, It is the same mod went into steam, sadly I currently can't test it myself so I've been looking for people do do it before it overrides the steam version =/

Are you saying that the full version shouldn't be overwritten? Does your mod just make changes, or does it include the original assets, including the changes?

Hi!  It is not a mod, but a "texture" that I applied to the body with Photoshop ..
