Remember you might need a clean save. Actually you will always need a clean save, at least to test. Skyrim and SKSE write so many things to the save (as they should) just removing one mod can make your game crash.

Curiously, after reorganizing my load order here, I did manage to get "Home Sweet Home" to tick all options GREEN and recognize "PAHE" and "PAHE Extended" via MCM. 
Except, in order to get it to recognize PAHE, I had to leave my load order as follows:

1) PAHE
2) Diary of Mine
3) Diary of Mine Scripts (including DOMAYGAS.esp and DOMHSH.esp)
4) Home Sweet Home
5) And you get a slave

That is completely different from yours, huh....  O.o
Also, I did notice some things were off with my choice of files too. There was no Fomod shown when installing DOM, so I could not add any further patches like you suggested. Maybe I ended up downloading an older version? After reorganizing the load order, MCM says my "Home Sweet Home" version is 1.33 now (it was 2.00 before).

Should I just continue doing the initial bandit capture quests to see if Pardo (Restless Hunter cabin) will eventually offer new dialogue options? I've just done the first quest, and now they've sent me to capture 3 more.

I just wouldn't want to start a new game, knowing my current character already has over 100 hours, you know. And I'm scared to reinstall everything and break hidden scripts leading to future CTDs.

What's your DOM filename you downloaded?

I see here that I've downloaded the 5.5 version of DOM + DOM Dependency Scripts And Compile.7z

That is probably why I had these incompatibilities in the first place, as I did not get the latest 7.7 version the mod page offers. So that's on me.
I wonder if I update DOM mid-game will break some scripts?

But get this: I'm still continuing my regular gameplay here, and "Home Sweet Home" seems to be working ALMOST perfectly fine now (!). I can activate options for NPCs to come with me to the house, and keep them there. I'm getting those green UI notifications to the left of my screen as I walk around with them and all that. So that's good news, I believe.

I mentioned things are ALMOST perfect, because although Pardo (Restless Hunter cabin) has successfully unlocked extra dialogue options for me (allowing me to interact with the slave auction room downstairs), he still doesn't seem to be willing to sell me stuff (house tokens, etc). Nevertheless, I did manage to acquire cell tokens via "AddItem" mod search, and put NPCs inside Lakeside Manor.

As far as DOM mod options, I'm still getting started with that, so things are still brand new on my end. 
Eventually, I believe I'll be forced to start a new game in order to receive all functionalities from all mods. There is no avoiding this.

so I completed dispensing justice quest and talked with P and he gave a house key and said talk with a guard at stonehills (mail order bride quest) but there is no quest marker on the map and there is only 1 guard at stonehills and there is no interaction with him. help please

Stonehills' mine. Go in and talk to the overseer. If there is no interaction post a screenshot.

I had this install about a week ago and got past this (thought I talked with pardo to get the quest mail order bride) the quest but something screwed up and I had to uninstall everything and start from scratch. and I mean everything. mods, vortex, skyrim everything. if you need to know what certain mods I have let me know

Make sure, you don't have DOMHSH.esp somewhere in you mods folder. Also make sure the quest Mail Order bribe is indeed started, in your quest journal.

 

Then you can try in the console: 

  • sqs pahokidnapping : to list the stage quests, the current one should be 10.
  • resetquest pahokidnapping : to restart the quest.
  • setstage pahokidnapping 10 : to move to the talking to the overseers stage.
  • If the overseer dialogue still doesn't appear, move to the next stage manually:

    • setstage pahokidnapping 20 (meet the redguard clerk in Solitude)

    • help "house cell key" (will give you the cell key id in the form of XX0012C41)

    • player.additem XX0012C4 1 (use the actual cell key id)

 

I tried, and after freeing Mona and talking to P, I get a key, and then the Mail order bribe quest starts. Running directly to Stonehills, this is what I get,

I got the key from P and went straight to the overseer but the dialogue didn't show up like yours. the only dom esp files I have are DOMkeepitclean, DOMPAH. I will try the console 

 

tried the console but the dialogue still doesn't show up. also tried setting the stage to stage 20 which it did, but I can't find the redguard clerk. is there supposed to be quest markers? I thought there was the first time I did this quest but can't remember. I didn't have any quest markers after talking with P

I reloaded the save from when I had to rescue mona and as you can see I had quest marker all the way up to when mail order bride started. as soon as he gave me the key, the quest started but no quest markers

The quest markers are set with aliases. The aliases are set wrong in your save game, so you won't see them, even with restarting the quest.

 

Aliases are corrected in 7.7.2, but only if you start a new game.

If you setsage to 20 you should go to the Blue Palace in Solitude and find the red guard, is name is Ra Faid. His marker should work at stage 20.

I did a complete uninstall/reinstall of skyrim (completely removed all folders and then reinstalled), stopped managing it in vortex and removed all related folders. then reinstalled skyrim, managed it in vortex, and installed all the mods I have and then started a new game and it did this. I'm just going to do that again but if I give you my mod list can you please tell me what to install first second ect.? I get a conflicts screen and not sure what should be "after" or "before" other mods. vortex gives suggestions on most but not all. I think that's where I'm messing up. I can give you the mods that gives me the conflict screen if you want. thanks for all the help

do you have to have DOM install to start the quest line at the restless hunter or is there a prerequisite for it. I did another complete uninstall/reinstall of everything except DOM and now I don't get no dialogue from pardo at all. I mean nothing comes up. I'm like level 5 or so or does that matter.

Without DOM installed, you'll get the PAH version of HSH. Nothing wrong with that. You can even install DOM on top of it without the DOM HSH patch to keep using HSH for PAH.

 

Switching from PAH-HSH to DOM-HSH mid game, can be done if HSH slave slots are all emptied. But it might mess up the introduction quests because some will not fill up the new essential aliases.

By blocked you mean not detected?

When you have clone NPC on, fertility mode will say "npc name" cannot be tracked. once clone NPC is unticked, fertility's mode work with the NPC without issue.

I was only able to untick the unique NPC, but  not the non-unique NPC, but the issue is the cloning process that is making the NPC's untrickable with fertility mode
