You can either craft a legendary for an item that didn't have any with materials or only be able to detach legendary to then reuse them on another.
There are quite a few options, look what you think is better yourself.

I'm looking for a mod I had a couple of years ago. It was a bat file that added tons of ghouls and new raiders to the commonwealth.

There are couple of mods like this but they use scripts and esp. That old mod was a bat file.

I already checked Anime-inspired hair mod beforehand. This mod don't have that long hair. It has an almost similar bang, however center parting while the one in the screenshot is side parting. Somehow I have this feeling its a mashup of multiple hairstyles  :(

You might be right about the mashup though I really can't help with this as my lookpreset menu is already full of mashups and I ame going apeshit each time I have to browse through it (anime+KS hairdo+....)

To be honest, Jnem gets his hairstyles mainly from ports of two Skyrim modders: Apachaii and KS - KS is actually a duo, but Kalilies is the one who loads the mods.
