It will take some convincing for her to follow, and eventually she will voice some reservations if the PC enters into or takes her into quests related to the Civil War, or Legion(such as Rise in the East). A follower of Boethia, he has the knowledge to realize that there is something interesting about the player, and thus will agree to follow easily. Spoiler  Also some of his dialog. Spoiler The later line has one more after this, where he will point out the location of Boethia's Shrine, if the PC has not found it already.
