Noster is there too but I don't know who the guy in rags is. That door only gets used during the DB quest line, which is really too bad. That's a nice couple rooms and kitchen. I usually meet the Thalmor Commander and a Legion caption with a long name at that bench.

He normally spends his time near the Solitude well.

Things about those old crypts the dead having trouble staying that way. -whiterun guard that's why you are supposed to be staying away from that place.
