Yes, vanilla carriages only go the 9 big cities. I use this mod.

Also, I have one more idea. Would it be possible to have Serana and Valerica live here as members of the brothel? I don't want them to get bored in Fort Dawnguard or Castle Volkihar. In japanese, it's called "親子丼 Oyakodon". This meaning of the word is tasting both the mother and her daughter at the same time.

I prefer not to mess with vanilla characters.

 

If you want them to stay here, you could always use another mod like NFF to make the brothel their home base.
