Some mods destroy performance, particularly some UI mods. Also some mods use very large texture files (like KanouSakura) that canaffect performance too. But most likely it's some bad or old mod.

Thank you so much! Anybody know why she looks a distorted when moving around on this mod? There is like a artfiacting phenomenon when she is in motion, its not like horrible, but it is noticeable.

Found the issue, it's something called Quark Local contrast. You can disable it and adjust your colors in game after.
