Is there a way to find what mods are causing the most lag?

'The most lag' can be really anything, you need to be specific here.

slow start up times, occaisional crashes on death, freezes for a few seconds on saves and the occaisional frame stutter. how do I increase the papyrus budget (cos I think my hardware should handle 200 mods)

Your issue doesn't seem to be having anything with Papyrus:

What's your save file size? Freeze is normal when your system tries to 'write' a file if it is big enough.

For a crash you having, the only thing you can do is providing a crash log.
Have a Net Script Framework installed https://www.nexusmods.com/skyrimspecialedition/mods/21294
The log would be located in base game data folder + .\NetScriptFramework\Crash directory, or Overwrite mod/folder for MO2 users. Name would look like Crash_20xx_xx_xx_xx-xx-xx.txt

That's a badly configured game, i.e. your doing, not the fault of a particular mod or mods. You asking about increasing the Papyrus budget and the comment about 200 mods and your hardware suggests you don't know much about modding Skyrim.

Should I really? Any mods that implement additional effects to combat are, since combat has not the best perfomance in Skyrim, and adding something more will slow your game down.
Arousal if set on frequent value polls can also increase stress on Papyrus. I know that the guy probably doesn't understand what it means, but why would they install so many mods in the first place then?

If save take longer than usually, especially in early games, I would check the savegame with Fallrimtools to see if something went haywire.

I know long or overly long save times from either bugged mods or suspended stacks after too many active scripts or bad mod combination.

You can also check if the ess save file is unusually big or if the SKSE co save is bloated (just compare the save sizes to savegames that didn't take that long to be written).

I started modding skyrim last week, so yeah, I don't know much, also Ive followwed those guides, it's the only reason I got past 30 mods without crashing.

My saves are typically between 1 to 3 seconds, with it being the worst when it autosaves during combat.

That's a normal amount for some systems on modded client. Disable any autosaves in your game btw, they tend to corrupt save files on long run.

my save file sizes are between 18kb and 48,755kb with most of them being about 1,000 kb. Also im using like 3 magic graphics overhauls and a bunch new spell adding mods.
P.S. I kinda downloaded this many mods purely becuase I never have before :)

Any polling set to too high a frequency has the potential to put 'stress' on Papyrus.

Explain how an autosave differs from any other type of save and why they 'corrupt' the files.

Absolutely nothing wrong with that - we all started at the beginning.

That said, there is a lot of info in those two guides and you will not of picked it all up on one run. I've been modding LE for 5 years but if I went over to SE I'd expect to be referring to those guides for several weeks until I got things to settle down.

Pay particular attention to the set up and configuration parts of the first guide and look to the second guide (or both) for any info on mods which may need an extra step or two to work nicely.

If you don't bribe your autosave manager enough he might overwrite always the same save, even with a corrupt one.

I heard of cases where skse co saves "fell from the truck" or got stretched with less than healthy substitutes.

Or was that the Quick Save Mafia?
