[Query] What does the Charge Time in a Spell means?

Does it actually allows a spell to be cast in a regulated way, say I set the Charge Time to be 20 seconds, will it actually imply that the second casting of the spell will be only after a delay of 20 seconds?

In general, the time to be able to re-cast the same spell is dictated by the Magicka you have. The more magicka it consumes, the slower it is to recover, the longer it will take to be able to re-cast the spell .

Some spells you have hold the key/button to charge it. Charge time. Sparks almost instantly comes out when you hit button, it has real small charge time, Lightning storm you have to hold a few seconds it has a charge time of a few seconds.
