Efficient. Merciless. You understand that weakness must be culled without hesitation. In the real world, mercy is a luxury that invites knives in the dark.  
Reward: 1000 Septims + an enchanted weapon.

Player chooses rape her.
Practical. You take what is offered and turn weakness into pleasure. Desire is a fine chain. Stronger than iron if wielded correctly.  
Reward: 500 Septims + a weapon.

Player frees the slave (she thanks you and flees).
How... idealistic. You chose the illusion of morality over the reality of strength. In my experience, such gestures buy you nothing but future betrayal. Still, it reveals your character.  Well, you did what I asked, although I am not happy with how. Your reward.
Reward: 100 Septims + several potions.

Player: I won't touch her.
Indecision is also a choice. You hesitate where action is required. A ruler cannot afford such paralysis. Still, your restraint is... interesting.

Time will reveal the wisdom of your decision. Now, if you wish to be useful to me  and profitable for yourself, you may bring worthy women to my collection. Who are you, really?
I am Lucius Valerius, once a minor noble in the Emperor's court. Now I am The Prince of Shadows. While the Empire pretends to rule with laws and banners, I study the true machinery of power.

What is this "new order" you speak of?
A shadow state beneath the failing Empire. All empires collapse; it's their destiny. External enemies win, and then they themselves become an empire, or an empire ultimately defeats its external enemies, dons the laurels of victory, and grows fat and lazy, leading to stagnation and death. Look around and enjoy the sunset of the Septim Empire. Our forts are abandoned, our emperor is murdered, the empire is run by bureaucracy, a secret police the Blades have lost control. Now all that's left is a push from behind, some invading army, be it the return of the Tsaesci, a Daedric invasion, or the resurrection of dragons. Our time will come soon.

Why collect a harem?
A ruler must project vitality and dominance. Beautiful, broken, and devoted women are the ultimate display of power. Every addition you bring me is both pleasure and propaganda. They serve, they entertain, and they remind every man who enters this refuge what true control looks like.

Tell me about your philosophy.
It is simple. Men are not good or evil — they are tools and obstacles. Morality is a luxury for the weak. The strong understand that the ends justify any means. Love, honor, mercy... these are beautiful lies. Fear and desire are the eternal truths.

Tell me about this Outlaw Refuge. It has an unusual architecture.

This is no mere bandit hole. These chambers are the forgotten ruins left by the Rim-Men, refugees who fled the Imperial City after the assassination of Savirien-Chorak in 2E 431. The Interregnum had begun. Warlord Attrebus rose to power, and the streets ran red. The Rim-Men, those proud exiles, sought a new life. Most continued south into Elsweyr, hoping to disappear among the Khajiit.

But not all. Some splintered off here. They hid beneath Bravil like rats in the mud. In their desperation they abandoned the old Ancestor worship of their people. Some turned to the Daedra -- Sanguine and Molag Bal were particularly popular. Others whispered to the Ideal Masters, seeking power over death itself when life had betrayed them.

Faith is a curious thing, isn't it? Strong when Magnus shines and the harvests are rich. But the moment crisis comes it thins like cheap wine. The gods grow silent. The ancestors stop answering. And suddenly men remember that power is taken, not prayed for.

That is why I have no use for gods. Only for results. The Rim-Men left these halls half-finished. I intend to complete them, but not as a shrine to fading spirits, but as the foundation of something real. A refuge that does not beg for divine favor... it seizes what it needs.

 

A setting like Lucius Valerius is really interesting. I’m really curious about how he will interact with the heroine. Now that I think about it, Clia Manis seems to be made for a heroine, and Lucius Valerius seems like a character created based on the premise that the protagonist is a man. I am always amazed by your imagination.
