Imho that would be an awesome replacement for the current drug effets maybe even including the shuffled voices, but it shouldn't be permanent and i have no clue how much work that would be.^^

It totally is. But one of the things i really disliked about Skooma whore was that i couldn't see any hostiles when drugged, except turning the visuals off. That would be a way better effect imho, and be freaky on purpose.  Even more though with the shuffled voices, they add a lot to the effect of "OMFG, i'm freaking out".

pain go away, it is good that I do not understand English, otherwise I would have screamed loudly. 
but it is brave to deface a game like this.

I've personally used only deepdream generator site which is simple images only tool but sure there seem to be several ways to make gifs and movies with the technology.
