Noticed this with my current game when I went to use lighting bolt against a deer.  0 damage.  firebolt, fireball, and chain lightning all are doing the appropriate effect, just no damage.  Chain lightning staggers just fine.

Did some testing and NPC casters are doing the appropriate amount of damage to me.  It just seems to be any fire and forget spells, as concentration spells like flames, etc, seem to be working fine.  No idea how long this has been going on but a fresh coc qasmoke char from the title page was able to cast these spells normally and do the appropriate amount of damage.

I'd really like to fix this on this particular save, as I'm already several days into this playthrough.

Two things: 1) what's in your bashed patch (patches are notorious for causing issues - I admit I have not dealt in depth with your load order yet, because) 2) if you find the problem and change your load order around it is likely to break your game and you'll have to start over anyway.

If your game run good in a NEW GAME the problem must be inside the savegame.

Have none relation with active mod's or mod order.

 

Try clean your savegame with ReSaver.

If that not works load a savegame from one week ago or two if need.

If you have the problem inside old savegames and ReSaver not solve it, none to make, as i know.

Start a NEW GAME.

bashed patch masters: iron and steel, C&C fixes, dawnguard, dragonborn, hearthfires, HLE Dawnguard, HLE, SOS, Skyrim, USKPLE, Update, WAFR, imp helm legend.
Tried disabling the bashed patch, no change.

Tried Remove Unattached Instances with Resaver, only one item came up.  What else should I be cleaning with Resaver?  I'm not familiar with it.

Loaded the oldest save I had in this playthrough.  no change.

Then I would reiterate the question that GenioMaestro asked, do you have this problem in a new game?

 

ReSaver does have 3 or 4 other useful functions but if unattached instances are not your problem you are just as likely to foul things up as fix them with this tool.

Can't download your savegame. Try zip the files and upload the zip.

 

Open the savegame with ReSaver and press Crtl+1, Crtl+2, Crtl+3, Crtl+4. NOT USE Crtl+5.

Save the savegame and try load it in game.

 

If not work you can try the OLD Savegame Cleaner.

Is better for me, with more options, more powerful, but like is OLD can crash when open a savegame with the string table bug.

 

If Savegame Cleaner can open your save make this:

Click and activate the mark "Inc. forms"

Press "FixScriptInstances"

Press "Delete all #"

Press "Clean Others"

Press "Del Broken Actives"

Press "Clean Form List"

Press "Reset Havock"

Save the savegame and try in game.

 

If the cleaners not repair the save i only try load your savegame and test it. Zip it and i try your save in my game.

Here's the problem/issue. You have a corrupted save that has messed up your "fire and forget" spells. We know that because, with the same load order, you do not have the problem in a new game. You have tried reasonable things to restore this game and, unless you are looking for workarounds, I don't think that this can be fixed.

As far as what caused it, that list is tremendously long. Could it be something in your load order? Sure, but your guess is as good as mine. Could it have been something extraneous (like a Windows update)? Again, sure. Sorry I don't have anything better for you than that. If you want advice on how I would change that load order, or how others here would, I'm sure you could get lots of feedback. Would it preclude this kind of problem happening again? Maybe, maybe not.

The last update from my Avast antivirus the past week force me to restart my machine. Appear that change some in web security and lock some files from some web sites. I add loverslab to exceptions and i get your save.

 

And your save works in my game without any problem. All destruction spell works perfect.

I kill a deer with ranged lightining and another with constant lightining.

 

Then your problem must be related to a mod.

Try disable some mod's, load the savegame, save it again and clear the new save with ReSaver.

Start disabling this:

Grimy Utilities Interface.esp

SkyTweak.esp

WM Trap Fixes.esp

 

And disable any other mod that can change default spells.

Not need remove mod's that add spells like FnisSpells.

I found the culprit!  Disabling SLAdventures restored my ability to damage with ranged spells!  Interestingly, disabling the mod, making a new save, then enabling the mod cleared the problem and kept the settings I had in the MCM.

I'm willing to bet it was a wonky behaviour from arousal reducing spell magnitude.

It was intended behaviour. You were highly aroused, which reduced your spell magnitude by 100%. See here.

Well, since Teutonic WROTE the mod, and she posted that information here as well as on the mod description (although a little more vague there, I admit) I think it can be safely concluded that the drop in efficacy of the spells with increased arousal is simply a normal part of the mod (which can be controlled via MCM).
