After reading a few people getting into this "issue" including myself, I have to say, I "remember" at least 2 convicts in front of the Vicky & Vance, 2 behind it, a few on the rollercoaster (3?) and then about 2-4 by the houses. That is how I "remember" it in Vanilla. But it has been so long since I've played vanilla FNV, especially since I installed populated wasteland and military expansion. I'm asking because a few other users are reporting seeing convicts "missing", and I've even tested it with a vanilla game, and I only saw two. Just wanted to check whether anyone else could verify those numbers. Thanks.

srayesmanll Posted October 24, 2012 Posted October 24, 2012 I don't think it's based on a trigger except maybe level? I always play the same difficulty, so it's not based on that. I know that when I first was playing, there would only be the 2 in front of VV, one on the upper floor of the building next to MX, and one on the ground between the MX and wall. Then the last 5-6 times I went there, the 2 near Beagles/Sheriffs shack started showing up. But also, those last few times I was actually a higher level than I had been when on previous Primm excursions. But this was after I had also downloaded ALL of the DLCs. So I cannot pinpoint a cause. All I know is the last 5-6 times, it was 2 by the shacks, 2 in front of VV, 1 "sniper" next to MX, 1 between MX and wall, and then the guys on the rollercoaster (never know the exact amount because I usually ignored them and cleared out the Bison, and they just kind of disappear not too long after that). And it's been consistent regardless of the sexout mods (or any other mods for that matter) for that time. And that includes running a mod that increases the PGs at the NCRCF (used when playing a female PC and using tryout). [EDIT] I may know more when I play some more. I'm using an alternate start mod so I'll be getting to Primm a lot later (higher level) than I normally do. If I see a difference, I'll note it.[/EDIT]
theskid Posted October 24, 2012 Posted October 24, 2012 I think maybe they were patched out at some point maybe , I know the first times I played new vegas there always seemed to be 3 in the town (2 in front of vikki and vance, one patrolling between the cop house and over to the mojave express place), and 3 on the coaster, but after a few months when i started making new characters, it's just two in front of the casino and 2 on the coaster, this has been this way at least a year or longer I'd say.
srayesmanll Posted October 24, 2012 Posted October 24, 2012 theskid says he see 2 on the ground, 2 on the coaster, whereas in the last 2-3 months (6+ new games visiting Primm) I see 6 on the ground and X on the coaster (normally see 2 but again cannot give accurate count of ones on coaster). I will check when I get home to see what level I play (normal it's "Normal" difficulty). So either it is completely random (although seemingly consistent on the "randomness") or it is mod related. Possibly comparing mods of people seeing a small count vs people seeing a larger count like I do might lead somewhere. Also noting how they get to Primm (do they complete all of the GS stuff before going, do they take a roundabout way going to Sloan first, do they bypass it completely until later in the game, etc) might lead to a better conclusion.
BruceWayne Posted October 24, 2012 Posted October 24, 2012 Some of the convicts have orange colored markers in the GECK. That means they are tougher than the normal (white marker) ones. This could be a possible explanation to see more, if you have a high-level character. What it doesn't explain is that most of them are disabled by default and there isn't some reference that enables them (at least not in "use info", where it should be)
Dee383 Posted October 24, 2012 Posted October 24, 2012 I Can Remember Seeing 2 As You Walk Into Primm After The Landmines Then There Was 3 Scattered Along The Rollercoaster Then 2 Closer To Bison Hotel And At Least 1 Patroling Around Near The Courier Express And Upon Leaving Primm I Used To See 2-3 Around The Houses Or Near The Section Off Road Going Up The Highway Ramp .....
iron_jack Posted October 24, 2012 Posted October 24, 2012 As someone who restarts all the freaking time, I can say with certainty that in vanilla, at an average char level for the area (1-4 or so), there are always 4 convicts outside: two in front of the V&V and two patrolling on the rollercoaster (which the player may never see unless s/he explores the rollercoaster itself). I've never first arrived at the area with a higher level char, so it's possible that it changes, but at low-level this is how it is, without exception. edit: the mod Repopulated Wasteland adds the convicts Dee is describing. Something else may as well, but Repop is the only mod I've seen personally that adds them.

Also most of my PCs have been male, so I don't run the "more powder gangers" mod that I run when playing a female - it increases the number of PGs in the yard at the NCRCF but should not affect outside PGs or Primm convicts but you never no. Hmmm, just thought of something... checking FONV Nexus... Just checked on a mod remember that I use called "New Vegas Uncut - Outside Bets" and it does restore many disabled NPCs from the vanilla game. That's probably where I am getting the extras from that I am seeing.

This is what I was thinking myself, as I only started using mods this septemeber always been vanilla before that, but I bought the game fresh when it came out and I know they would change things slightly with each dlc that came out ( i now have every DLC and addon content for vegas, but did not get everything all at once)

Unless you have a mod that reactivate them. Ah, that would explain all the disabled ones. There are quite a few who they left out then. I know that "Repopulated Wasteland" reactivates some. Is there an overall limit on pers. references or did they do the cuts because of console limitations?

That is good to know then, because no matter WHAT I DO I only get the two in front of the VV, and two on the rollercoaster. I've tried low level, high level, doing the goodspring quests, coc'ing and walking into Primm, waiting a few days, you name it. Time to reinstall repopulated wasteland, military expansion and NCRF reinforcements then! Thanks for all the help guys.

Were the DLCs not capable of checking the fancy little "Permanent Reference" box for their own records or something?

I had to reduce NPC spawns in Warzones because it would lag the shit out of my computer. But then that's an extreme case, because no vanilla area does spawn those kinds of numbers...

jaam Posted October 25, 2012 Posted October 25, 2012 In console, the size of the "permanent pool" in memory is fixed. Every DLC needed room here so they removed vanilla stuff. I saw the explanation in an interview with Sawyer or Avallone.
