It's really hard to tell from this angle, but maybe it is the Mini Apron. I think the heels are Elewin Pumps.

Girl on left looks like it may be Chapi Maid (A) outfit with belts 2 and 3 zapped, and with panties 2 and 3 zapped.

Girl on right may also be from Chapi Clothing also, but can't say for sure.

I know that I have seen a oblivion port of the 089 SPB DMMC ribbon armor 1_5 before which is where those nipple covers came from but can't remember who ported the outfit but I do know it wasn't chapi. I think I have even ported some of the outfit to skyrim before myself.
