The red light is coming from the vampiric drain spell in the hands of the unfortunate young vampire lass, who can't quite bring it to bear in order to free herself from her current predicament. I love ENB Lights.

its Pichio enb with reshade with a modified hells cells.With the reshade mod i use the laucher with all the addons.

I typically use blonde hair for screenshots as it is usually better to see against a dark background that I typically have in my screenshots. 

In my story however she will always be black/red haired.
