In this case, when you create a mod with unrealistic sizes, easily detectable characters or something like that... However, I don't think they want to be completely against modding. that's the reason they haven't banned anyone for using a mod yet, they even re-enabled old way of modding with just placing a .pak file. Our best bet is if someone will create texture mods, that still looks good. they won't be as good as we used to, but everything is possible... 2
