One reason might be that they want to encourage people to learn how to do things beyond being passive consumers of content. (I can think of better ways to accomplish this, but so far I have not had all that many politicians asking me for advice. Zero politicians, approximately.) One reason might be that someone else told them to do so. One reason might be that they are confused about what they are accomplishing. And then there's malevolence, madness and maliciousness...

Most of the time the freaking politicians never know the first thing about the legislation they pass. They just vote how their financial backers and fellow party butt buddies tell them they should.

ISPs are to automatically block all sites containing pornography, (which is a very broad term in UK law), unless the recipient signs a waiver opting in. Any depiction of rape (which in UK law means stick figure drawings are as evil as RL PhoneCam vids) will be illegal. You see, Pervs, pornography has never been legal in the UK. It just prevails because people have been able to be fairly anonymous. Actually, pornography is just the excuse. What really terrifies the creeps on top of the dunghill is the anonymity bit. How can you control people who aren't afraid to tell the truth? And they aren't afraid to tell the truth because they know that you can't find them. Solution. Destroy their only defence. If you know who they are, and where they live, and where their children play, they will keep their slave mouths shut if they know what's good for them. But how do you put the muzzle on the dog? Simple. At a very conservative estimate of £500 per operation that is a lot of public dosh going into the hands of some very dodgy people.

The country i live in has given the police the weapon to hack directly into any civilian computer if they so desire. So that is a new weapon to shut down internet completely next.
