A covert plan aimed at weakening the regime of the Libyan leader, Col. Muammar el-Qaddafi, has been approved by President Reagan, according to Congressional sources and Administration officials. [A1:4.]

2 French secret agents pleaded guilty at their trial in Auckland, New Zealand, to manslaughter in the July 10 sinking of the Rainbow Warrior, flagship of the Greenpace environmental group, in which a Greenpeace photographer was killed. The reduction of the charge from murder came as a surprise. [A1:5.]

Nicaragua's rebel leaders are divided by politically damaging disagreements over the objects and tactics of the rebel movement, according to rebel and American officials and Congressional sources. Despite new civilian directors, renewed American financing and advice from the Central Intelligence Agency, the guerrillas have not begun to make the political impact in Nicaragua or abroad that rebel and American officials say they had hoped for. The killers of 21 Mexican policemen were sought by the police and soldiers. Drug smugglers are believed to have slain the policemen when they found a cache of marijuana. [A3:4.]

A national election in Guatemala brought out voters in large numbers hoping that the new government would be free of military influence. The Christian Democratic candidate for President, Marco Vinicio Cerezo Arevalo, appeared to be running ahead, but election officials doubted any presidential candidate would win the required majority, making a runoff election likely. Parts of Moscow's arms plan could possibly provide a basis for eventual progress, a senior American official said in a briefing for reporters as Secretary of State George P. Shultz concluded his strategy talks for his meetings in Moscow Monday and Tuesday. The official said that although the United States had rejected last month's Soviet proposals as a whole, it saw ''seeds'' or ''nuggets'' in four ideas introduced by the Russians. He said it was now decided that they needed to be ''nurtured.'' [A1:4.]

A Soviet soldier who ran into the United States Embassy in Kabul on Thursday and has remained there met with the Soviet Ambassador to Afghanistan and will see him again on Monday, United States officials said. The 19-year-old soldier, who had refused repeated requests for a meeting with the Soviet envoy, changed his mind, the officials said. [A14:1.]

Some Federal scientists are selling their research on President Reagan's proposed Strategic Defense Initiative with the encouragement of the Reagan Administation. Hundreds of their colleagues are expected to do the same. White House officials strongly defend the practice, which is permitted under law and has grown rapidly since Mr. Reagan took office. The tailored suit's effectiveness in helping women up the corporate ladder is being questioned. One problem: Everybody is wearing a suit because suits are in fashion. [A1:1.] A review of seismic data challenges the scientific basis of accusations by the Reagan Administration that Soviet underground nuclear tests may have violated the Threshold Test Ban Treaty of 1974. Bodies of miners killed in a fire at the Wilberg coal mine in Utah last December have been recovered by a team that included government investigators. The first recovery effort brought out the bodies of five of the 27 miners who died. [A16:2.]

Rules requiring certain hospitals to offer free care to the poor would be eliminated under a change proposed by the Reagan Administration. Officials say the change would eliminate unnecessary administrative burdens imposed on publicly owned and operated facilities. [B6:3.]

There will be few close races in tomorrow's election. Most will be decided by the dominance of Democrats in New York City and of Republicans in its suburbs. In New York City, where most contests were decided in the Sept. 10 primary, the pre-election weekend was the busiest for Mayor Koch and the other candidates in their seven-week campaign. [A1:2.]

New Jersey's election will show whether Governor Kean has been successful in his campaign for a second term and in his attempt to gain Republican control of the State Assembly. Opinion polls gave him a comfortable lead over the Essex County Executive, Peter Shapiro, the Democratic challenger. [A1:1.]

Dr. Irving S. Cooper, one of the world's top brain surgeons, died of cancer Oct. 30 in Naples, Fla. He developed techniques for treating Parkinson's disease and other neurological disorders. Most of his work was accomplished in New York area hospitals. He was 63 years old. [D14:1.] Page D1
