Issues downloading mods using Vortex

This has started happening recently after Vortex updated. I can no longer use "Install from file" to download mods. I get this error "Installer Prerequisites not fulfilled: File skyrim.esm is Active"
Anybody know a fix for this?

Weird, skyrim.esm is a vanilla file so should just be present from having the game installed

 

On the dashboard where it should show skyrim SE or LE i'd check it has the correct place set, mine for SE is

This has happened to me too, not only with the skyrim.esm file but with update.esm too; same warning appears but with both..
if anyone has a solution please help us
