You can create faces with RaceMenu and/or Enhanced Character Edit. There are also countless mods for hairstyles, makeup, eyes, etc.
Most of it can be found on Nexus, but a web search won't hurt either.

Note: Femalehead.nif and tris do not exist for playable races that are actually a child.

Therefore, it will always be an adult's head - which looks very bizarre.
