Okay. I just made a script, but I had to add a failsafe.

 

Suppose you load a save in the prewar. Then I have no way of knowing what your original timescale was. In that case, when you return, it will revert to the vanilla timescale 20.

 

It works correctly if you eat a cupcake in your apartment (it will capture your custom timescale and save it to apply it again when you return).

In your fallout custom ini there's a spot to add start up commands that's where I set mine so it's permenant

You can also add it using bethini 

I did this primarily for Ai playthroughs who are aware of the time and the have occasionally asked me why time seems to fly when they are with me they seem confused because of the difference between PC clock (the server they are running on )and in game clock

It was such a better way of playing that i've kept it for all my playthroughs 

this is what sits in general of my fallout4.ini the first bits are so I can grab and drag heavy things around

sStartingConsoleCommand=SetGS fGrabMaxWeightRunning 999999999999; SetGS fGrabMaxWeightWalking 999999999999; set timescale to 6
