Not directly Fallout 4, but check youtube for videos by Gopher and/or GamerPoets on installing mods for Skyrim.  The principles are the same for both games.  Just decide what mod manager you want to use (Vortex or Mod Organizer 2) and watch appropriate vids.  You'd just need to change your directories from Skyrim to Fallout 4.

From what little I've seen, that version of the game is a total bitch to mod due to Game Pass games being installed in a protected folder and current mod managers/modding tools not recognizing it properly and stuff. So you may have to wait for a bit for people to actually figure things out.

Is it not possible to change the "library" folder for Game Pass?

I've never used it, but that would seem a very wise "step 1" if seeking to mod any games obtained by that service.  Assuming it will let you do so, of course.  Same honestly goes for any of the digital game libraries.  Steam, GoG, Origin.. you really don't want ANY of those to be filing games you purchase in protected folders if you have any intention of modding them.  Just leads to problems.

This is why I've learned to hate the internet as much as I love it - definitely an abusive relationship. Oh yes, I was all starry eyed at the beginning, but now the bitch is 500 pounds overweight, questions EVERYTHING I do, has spies following me everywhere, and has tried to begin charging me for things that used to be free - oh yes friends - I preach the truth. The internet has become a cruel mistress.

As for Game Pass, sorry it took me years to trust Steam after buying like 2-3 games and I waited a couple years before buying more. Not about to do that again with all the others trying to jump on the bandwagon/get a piece of that pie.

>>I'm reminded of a Dell computer a neighbor brought home from 'work'. Couldn't get it to run and she asked me to look at it. Well I did, and I couldn't get it working either, but I did find out the HD was 'software protected', meaning I couldn't pull it out and use it in another machine. I tried a few different things, but unless I had the original operating system Dell had installed on that machine, it was basically 'encrypted'. So yeah, companies are assholes....

They only charge less than Steam in order to get customers. Business 101. You get what you pay for. Business 102.   https://projectsanctuary.com/the_complete_ferengi_rules_of_acquisition.htm
