If Vortex has a mods/downloads folder with all your mod files in there, you could at least copy/paste that to save some time. But you'll need to install Steam, Skyrim and tools like Vortex or LOOT (and skse/enb) again. And most likely you'll want to start with a fresh game.

same with MO, if you copied your MO "Mods" folder and put it on a usb you could transfer that folder to new computer and after having MO installed on new computer you could dump mods from  transfered mod folder into your new MO, you would have to install all your tools again but if you have a bunch of altered, worked on, mods that could be easily saved

You could just copy the entire mo directory complete and if on the same path and drive letter it should work when copied onto the new pc.

or like I did - just download paragon Backup and restore. Made the paragon  rescue-USB-Stick, started the old PC with the stick and made a backup of the whole PC on my NAS ( a big other internal drive or an USB3-Drive would work, too) over night. If one is fit enough you even could make a mirror of your old drive if you plug the drive of the new PC in the old one.(Then you don't need to restore, just put the drive back in the new PC and use Paragon to mark the drive as bootable) After successful backup i plugged the Rescue-USB-Stick to the new PC and started restore from the NAS. A few hours later I could start the PC with the familiar Windows. Only had to change the drivers and the license key. Everything worked like before. BTW - the restore rsizes the partitions to the new size if you have bigger drives in the new PC
