I noticed the same thing. According to what I can find on the web the new update is designed to allow easier use of Creation Club material (as you expected). I have gone ahead and done the update with no noticeable adverse effect so far (maybe 100 hours of play since then).

Guest Posted July 16, 2019 Posted July 16, 2019 No changes to the executable were made, and og Skyrim has no CC, so you're fine. Maybe Steam had to update something related to Skyrim, but no actual game update was made.
