Possible that it's the 3D Fuzzy Pubes mod, but if so its author has unfortunately hidden it.

The resource from skyrim, I transplanted it to fo4 and used it as a part of hair, so it can change with hair color，The price is that I have added this new part item to every item of mod for almost all hair styles of fo4. The fact is that if someone adds "beard" to women, it can directly solve this problem.

This is for FG's body. After using your FG body preset to generate files in BS, you need to add it to each/your character used item in your hair style mod as a part of the project, so that it will change color with the hair color. Otherwise, you can directly put it in the female body nif.

In xedit, the original game hairstyle and any added hairstyle mod will find the name of each hairstyle in the head part item, which is also the name of the hairstyle you are using in looksmenu.

After you choose any hairstyle you are using.

You can see on the right that I have added pubhair as a new part, so when you select this hairstyle in the game, pubhair will also appear with the hairstyle.

The new pubhair component is a new project you created, and then set it to the form on the right, including the model path, etc.
