Stuck in interior cells, help!

Hey there, so weird bug, I JUST now reinstalled Beyond Skyrim: Bruma, because I wanted to get into Cyrodiil again. My character was saved at the ragged flagon so I decided to head towards Helgen. I headed out of the Ratway and to the gates and tried to exit like I would at any point in time. Now here's where something happened. I didn't leave, I got through the loading screen, no problem but when I noticed I was still in riften, it was as if I had just walked right back in, so I used the CoC command to see if I could leave and I got to Windhelm origin and tried to leave from there, same thing, I appeared inside Windhelm again. Next I tried to load a save in the exterior part of skyrim and appeared in sleeping giant inn, everyone was naked for some reason. Tried to leave, and I got right back into the inn, although everyone had regained their clothes. Next I figured I'd download Open Cities, in an attempt to force myself to appear in skyrim, so I placed myself in the ragged flagon an made my way outside, well through the ratway and the end tried to open the door and loading screen. I heard the music of Riften started playing for just a second before the music that plays in dungeons appeared again and I was still in the Ratway, I cannot figure out why this happens and what is going on, here's my load order:

I do use LOOT but this last time after I installed Open Cities, I did not. I really hope you guys have a solution for this.

corrupted save I would say. Go back a few saves and try again. Or start a new game and try to go to Bruma immediately or try Alternate Start patch for Bruma. It is still very buggy- especially with some other mods.

Maybe try to use the console to teleport out? "coc whiterunexterior01" for example.

I can apparently start in Bruma, and can wander Cyrodiil at least as far as Bruma county goes. However, I decided to try and go through the pale pass, I managed to cross the border and get into the Skyrim cell, but then I kept walking down the road until my character decided to merge with the ground, he sunk halfways down so only the torso was above the ground. I activated TCL to get out only to notice the message "You cannot go that way." I was already back in Skyrim, there shouldn't be anything stopping me at this point, but I then attempted to head back to the gate into Cyrodiil an got the very same message: "You cannot go that way." no matter which way I turned TCL or no TCL I could not move.

 

It does not appear to be the save as I could not start in the wilds of Skyrim with the new character, if I tried. I'd be sent right back to the abandoned prison.

 

the coc command was among the first things I tried and it didn't work, I also tried to select an NPC leaving Windhelm, wait a while then teleport to him, which didn't work either.

 

EDIT: I opened Skyrim.ini and added "bBorderRegionsEnabled=0" for some reason this blocked me off from the skyrim zone, I can now also move freely between every cell in Skyrim interior and exterior, thus worked my issue out. Although I haven't the slightest idea why this border wall would block off the entire terrain of skyrim.

Anyone know any location id of BS: Bruma that can use for coc command? I went to Bruma, did some quest, and returned to Skyrim. But now I can't come back to Bruma through the gate. When I reach near the gate it only show "you can not go this way".

The "Can't go that way" message appear when you use the gate or before you even reach it to click on it? If so that same ini tweak posted should fix it ^

 Might wanna merge some o' those down too, cut down the .esp limit and stop yer reaching the cap.

Just go into the same folder where your save folder is and find "Skyrim.ini" open it and under [General] find "bBorderRegionsEnabled=1" change the "1" to "0" and you should be good. If the line is not there just add "bBorderRegionsEnabled=0" under [General] don't add the ".
