It seemed to have helped a little tiny bit. It seems the FPS resets to around 50-40 more frequently than before, but the drop is still occuring.

Well, I always turn the ENB off when I get in game since the game is not even remotely playable with it on. shift+f12 stops the enb.

I've read several reasons for fps drops like you are having. One thread that I read months ago talked about syncing your monitor refresh rate or something. Didn't quite understand what they were talking about.

There is one more thing you can try. It involves PC security though so its really a matter of personal preferance. In January of this year, Microsoft issued patches to defend against exploits called Spectre and Meltdown. The patches work but come with a considerable performance cost. Reduction in CPU performance anywhere between 1 and 25 percent can be noticed. Older CPUs and SSD read/write seem to be the hardest hit. You can disable the fix if you'd like, either by Googling on how to do it manually or using a safe tool called Inspectre. If you use Inpectre, you will have to run it as Admin and then restart. You can always use the tool or manually re enable the fix again, if you feel like you are at severe risk.

The main issue was never fixed. It's like putting a bandaid on a leak. The problem was not fixed but was temporarily mitigated.
