Underwear for Player, NPCs

Does a mod already exist that adds removable underwear to the game, forces all NPCs to wear it (in addition to their normal attire), and preferably has more than one look, i.e. yennefer's lingerie vs. loin cloth?

You have to choose either scripted way or non-scripted way to distribute such undergarments. 

Also, if you also seek underwear (model) mod, it would be better to specify which kind of body type (especially female) you prefer, since not so many underwear mods are compatible with bodyslide/ outfitstudio.

 

• (Scripted) Underpants : Easiest to use, but you have to find your favorite male/ female underwear meshes/ textures somewhere else.
• (Half-scripted) Undergarment Distribution & Outfit filter  : meant to use together with the same author's mod, Vanilla Underwear for all (female only: CBBE)
• (Non-scripted) Undergarments for all (female: CBBE/ UNP, male: 4udik, BM-Sundracon, BM- Favoredsoul, SoS (-light)): also includes both female and male underwear meshes and textures, with some varieties (So probably it is the closest candidate you're looking for).  Relying on outfitlist to distribute the underwear, so without patching the list manually, there will be some NPCs those who do not put their thongs on (especially if you tweak their outfits).
• (Non-scripted) I also made a small outfitlist for my VLSIMU (male only: SoS) for distributing it to NPCs without script. I wrote some instruction in the mod's description page on how to tweak the mod also for females, with underwear meshes from somewhere and basic knowledge of TESVEdit. 

 

As for underwear mods with distribution mechanic, I think these one are most up-to-date or easy to manage.

Then, you probably have to convert from LE by yourself (AFAIK there's no mod exclusively for SE to distribute undergarments to NPCs.
