I personally use "Heavy Boobs" by Heliotropic (https://www.loverslab.com/files/file/4185-sims-4-heavy-boobs/), but there's also "Popping Tits" by InkySquid (Shirt mesh: https://www.loverslab.com/files/file/4294-inkys-popping-tits-breast-expansion/) (Accessory meshes: https://www.loverslab.com/topic/83122-popping-tits-pt2-the-boobening/). Just a fair warning, the larger you make the breasts, the more distorted certain tops will get. This isn't entirely the fault of the mods, that's just how the tops react to the expanded breast region on the sims' bodies. Make sure you also use a custom skin with nipples, otherwise you'll just have weird tit bumps.

Yes.

 

Unless you want to cheat. While playing enter this (I hope I got it right):

Shift+Cttl+C 

testingchests true

cas.fulleditmode

In CAS all sliders should then be visible.
