This is possible by applying the appropriate weight to the appropriate vertex group. However, the clothes do not deform, but the chest shakes. It may look unnatural.

 

For example, I understood about vertex group and weight by the following operations.

• Find a swimsuit with little deformation of the chest, and dump the swimsuit by "frame analysis". Then, observe the weight of the swimsuit with blender.
• Select an object of the swimsuit with blender, and select the vertex group that is not the chest part. Then, apply the weight of the chest to the vertex group.

Wish I knew how to do mods. I used a mod from another modder as a template and tried to change a similar costume. Long story short, poor Misaki turned into a giant blob of undulating flesh...
