If you really interested in this shirt (and you will not be able to find anything similar) - I think I can model something similar specially for you for a small price, because this shirt\vest\sweater\whatever do not look too complicated for modelling.

And for slightly higher price, if you also want skirt like that =)

If you have any experience using outfit studio or nifskope you could modify the middle one in this image to be very similar

You would have to recolor the top and the skirt, and remove the shirt under the vest.

 

----Good News I downloaded and looked at the NIF files and the Sweater is totally its own piece so you wouldn't have to do any mesh editing just texture changes to get the color right.--------------

Here is a different mod that contains a number of sweater dresses in various styles including one turtle neck vest type.

One of those might work if you weren't totally set on the sweater and skirt separate instead of a combo one piece.

Actually after further review of the sweaters, I feel like if you wanted to wear a skirt with them it would not be a wasted effort from a modesty standpoint at least.
