FSC by itself makes all my characters look so good I was able to drop 4-5 other mods that I was using. Give it a try, see what you think.

That's what I use and can totally recommend. Its great and has quite a few options.

Things like that need to double checked etc. If basic ENB is giving out that much fps (Depending on what resolution's your running at) then it maybe something missed in the setup of both ENB and Skyrim's ini files. You know like turning off FXAA and turning on bFloatPointRenderTarget=1 etc etc. Apart from that it's the custom ENB preset you downloaded and it's super demanding! Or last but not least it could be all normal and that is the only performance you'll receive from your entire pc and configuration.

Same I used SG for a long time and then switched to FSC and have never had a desire to try anything else.

Speaking from experience, some mods that effect lighting, shaders, and other visual appearances can cause the ENB to make your system run like a potatoe and give low FPS (looking at you K ENB). I personally use Project ENB Realistic Version. It runs amazing with Climates of Tamriel, Enhanced Lighting and FX, and looks amazing. If you don't have any of those installed, something else is at play here, and like others have said, something isn't configured right with your system. I have a GTX 670 and my system plays skyrim great, so no reason yours cant either. And honestly, 30+ FPS isn't half bad. Anything lower than that though...
