I prefer using the NifSkope tweaks to get the oily shine, but you have to do it to the body parts (hand, feet, body and head) and you have to the body in each set of armor/clothes that you want that effect while wearing.

 

Can take a few minutes, but it's a nicer option that equippable sweat or Glosstech. It really is.
