Why are there mods for games like Marvel Rivals and Helldivers etc, but not Overwatch?

Is there something about Overwatch in specific that prevents mods? There are client side mods for other online games like Helldivers 2, Marvel Rivals, League of Legends etc, it would be nice to have some nude mods for OW too

Yeah, when Blizzard games have a problem they aren't small. My dad (age 74) loves Starcraft II, just plays single player campaign and one day it stopped working saying he didn't have access to the main folder where the files are. He tried reinstalling it and got an error saying he needed admin access to open the file location and it couldn't install (he has admin access on his profile). I tried everything including installing it on my pc, copying the folder to an external drive to copy the files to his pc but it wouldn't even let us access the folder as Blizzard were the only ones with access to it. Went round and round with Blizzard support and their help forums but no luck. He even bought the game a second time to see if  that would work but no dice (Blizzard did actually give him a refund for the second copy).
