Yeah, that's the room I was talking about. I reloaded an earlier save and nothing happened so I can only presume there's a conflict on my end that I'm missing (though I have no idea what it would be). Here's a video of it.

You know, I had problems with this before when finding the books.

 

I had to pick the books up and read them, then drop the book and pick it up again for her to say something and able to give the book to her.

 

I haven't got this far, but can you pick the outfit up and drop it again? maybe that will kickstart it?

OK now i know a little more. 

First, make sure that one of these values is set to 1:

First type

sqs VAR_DeathHound

 

And you should have one of these values set to 1

Stage 188: 1 (PC is vampire)

Stage 190: 1 (PC is mortal or werewolf)

 

Next, type
startscene xx669541

 

xx it's your AR mod ID. You can open console and click on Tirwin to get 2 first number ID do AR.

 

A dialogue box should appear at Tirwin's, and she should put on rags.

In this case, the Scene Trigger Box didn't work (for some reason). So this method won't work here.
