Chinese and Koreans have it but they gatekeep everything and steal every mod along the way lol but yea i was in a chinese modding telegram and everyone in the general chatroom sharing screenshots have this shaders some of them even have better shaders than this making the game looks like cyberpunk2077 straight up 
just dont get your hopes very high that someone will share it with us

you have to decode it in base 64 to see the actual URL. I usually use this site to decode: https://www.base64decode.org/

you paste the weird string into the first text box, then click the green "DECODE" button, and the URL will show up on the bottom text box

I believe there is a private server for Wuwa and people have applied and repurposed textures in game to make the game look better I don't think reshade itself is doing this since reshade only changes the visuals and not textures unless you pretty much repurpose it to do exactly that which I think the game would pick up on and suspend you.
