It's not actually a fix for broken mods. He's telling people to either fix the mods themselves and let him know or to request fixes in the comments that he will add at some point in the future.

Right now, looks like he's just fixed a Chenxing mod. Download it and use it if you like.

It doesn't work. I've tried the example and it still doesn't work. Is my method wrong or what I don't understand? Please can someone explain or take a screenshot of how to fix it?

del PakCommand.txt, if game not re-download that file or/and error kick you out of the game then you good to go. other than that, you have to wait for mod author update mod

Really? I didn't delete anything, I just removed the “~” from the mods folder and it worked.

but I have removed the ~mods sign to go to mods but it still doesn't work

I asked a friend who makes mods for other games, and he told me that mods can be fixed without encryption. If the author encrypts them, only the author can fix them themselves.
Repairing mods not only requires downloading Unreal Engine, but also other software. I tried to fix it and found it really difficult without any relevant knowledge.
