It doesn't do very much, honestly. Fenny's normal outfit is mostly unchanged unless you look very closely at the chest from the right angle. When she activates her special clip as the active operative, it switches her to an extremely skimpy outfit with mesh over the breasts partially exposing her nipples.

 

So if you want to main Fenny Starshine, you can use this mod with the Nitro Nova outfit to play skimpy a bunch. Or you could just get one of AlongCN's mods that are freely available on Nexus and use them with her standard or wedding outfits for something much more revealing.
